<P>PROBLEM TO BE SOLVED: To provide a thermosetting sound insulation coating composition which suppresses vibration, can be used as filler for various industrial products such as vibration proof material, sound insulation material, dust proof material, heat insulation material and cushioning material or the like, which has a sound insulation undercoat function plus a sound absorption function, of absorbing the vibration and making the vibration less likely to be a noise source for surroundings, and can be applied as one liquid. <P>SOLUTION: The thermosetting sound insulation coating composition has: a surface layer 20 having fine pores 21 formed in a surface 20A; and acoustic holes 14 which are formed at the inside deeper than the surface layer 20 and have capacity larger than the capacity of the fine pores 21. A part of the acoustic holes 14 communicate with the fine pores 21. The thermosetting sound insulation coating composition is made to have sound absorption characteristics and/or sound shielding characteristics due to the fine pores 21 in the surface layer 20 and the acoustic holes 14, and liquid non-cross linked rubber controls the size, as the acoustic holes 14, of the acoustic holes 14.
