<P>PROBLEM TO BE SOLVED: To achieve economical switchover processing without using a complicated control method and without dependent on a communication speed and a protocol. <P>SOLUTION: A communication control device includes first line connection means, second line connection means and switchover control means for controlling to switch one of the means as an active system. The first line connection means and the second line connection means transmit to an opposite device a control signal at least including line class, line identification information and line status, after inserting the control signal between frame signals. The opposite device monitors the line status, and returns the monitoring result through a control signal.
