<P>PROBLEM TO BE SOLVED: To provide a version down management device capable of synchronizing a timing of version down of a program and version down of a file. <P>SOLUTION: A program management unit 15 issues a program version down notification, when performing version down of a program. A data version down unit 13 performs version down of data used by the program on which version down is to be performed so as to have a form capable of being used by the program after the version down, when receiving the program version down notification.
