In the encoding step (S801): a first part, which is part of a first component among a horizontal component and a vertical component of the difference vector, is encoded; a second part, which is part of a second component that differs to the first component, among the horizontal component and the vertical component, is encoded; a third part, which is part of the first component but differs to the first part, is encoded; a fourth part, which is part of the second component but differs to the second part, is encoded; and a code string containing the first part, second part, third part and fourth part is generated in the order of the first part, second part, third part and fourth part.
