<P>PROBLEM TO BE SOLVED: To provide an anti-counterfeit paper that has a watermark image having a plurality of graduation levels, is high in strength, and is high in smoothness of the surface. <P>SOLUTION: The anti-counterfeit paper 11 includes an inner layer having a thickness distribution in a vertical direction with respect to the surface and being translucent within the paper layer. Thus, when making the surface of the anti-counterfeit paper smooth, the thickness of the paper layer continuously changes along the irregularity of the inner layer, and a watermark image having continuous gradation levels can be obtained. Also, by including the inner layer, it is possible to reinforce the mechanical strength of the anti-counterfeit paper itself.
