<P>PROBLEM TO BE SOLVED: To provide a base station device capable of reducing the number of messages exchanged between Home evolved-Node Base station (HeNB) in a local network and an operator network device, and to provide a communication method of the base station device. <P>SOLUTION: A Parent HeNB 100 comprises: an operator network communication function part 110 which communicates with Evolved Packet Cores (EPC) of operator networks 20, 30 and Home eNodeB Management System (HeMS), and the like; an operator network representative function part 120 which operates as a representative of Security Gateway (SeGW), EPC, and HeMS of the operator networks 20, 30 to a Clone HeNB 200; a parameter management function part 130 which manages parameter information used to the Clone HeNB 200; and an identifier conversion function part 140 which converts identifiers of user data and messages when communication is performed between the Clone HeNB 200 and operator networks 20, 30.
