<P>PROBLEM TO BE SOLVED: To provide a power saving semiconductor device using a program unit, provide a highly reliable semiconductor device using a program unit, and provide a highly integrated semiconductor device using a program unit. <P>SOLUTION: In a semiconductor circuit having the function of reconfiguring connection between logic cells such as PLDs, connection or disconnection between the logic cells or power supply to the logic cells is controlled by a program unit using an insulated gate field effect transistor with a low off state current or a low leakage current. The program unit may have a transfer gate circuit.
