The purpose of the present invention is to provide an illuminating light source, which has excellent light distribution characteristics and is easily assembled. An illuminating light source (1) is configured such that: a plurality of semiconductor light emitting elements (12) are planarly disposed on the upper surface (22) of a base (20), in a state wherein each of the semiconductor light emitting elements has upward main light output direction; a light scattering member (80) is disposed above the semiconductor light emitting elements (12), said light scattering member being composed of a light transmitting material having dispersively mixed therein light transmitting and scattering particles having an average particle diameter of 10 µm or less; and the light scattering member (80) has a reflecting surface (81), which reflects diagonally downward a part of the main output light of each of the semiconductor light emitting elements (12).
