<p><P>PROBLEM TO BE SOLVED: To implement fallback control at the time of traffic congestions concerned by a network. <P>SOLUTION: A traffic monitoring control device 1 determines a congestion control method, based on congestion information received from each server, and sends an instruction to each server. Each server refers to a medium type included in an incoming call and determines whether the call is a fallback object call, and if the call is a fallback object call, it sends back a response for prompting a terminal device 5a sending the call to implement fallback. In this way, the terminal device 5a implements fallback control without transmitting/receiving error information to/from a terminal device 5b.
