PURPOSE: A method for generating a high-resolution image through the estimation and stabilization of image high frequency information and a device thereof are provided to suppress the generation of a shooting phenomenon or ringing artifacts. CONSTITUTION: A shooting region determining unit(110) determines a shooting region in which a shooting phenomenon is generated. A shooting region high frequency component determining unit(120) determines high frequency components of regions except for the shooting region by using a first degradation model.
