PROBLEM TO BE SOLVED: To provide a technology for minimizing damage, when there is an ID that utilizes direct inward system access (DISA) function is leaked. SOLUTION: A private branch exchange includes a storage means for storing, for each user. a communication enabled time during which the user can perform outside line communication from an external terminal via the private branch exchange; a calculation means for measuring the time during which the outside line communication is performed for each user and calculating a cumulative value of the measured time; and a control means for permitting the outside line communication when the user requests start of the outside line communication and the cumulative value for the user calculated by the calculation means is less than the communication enabled time for the user stored in the storage means.
