PURPOSE: A location-based message providing device and a method thereof are provided to perceive the location of a targeted person, and to transmit advertising messages designed in advance when a targeted person approaches an advertisement media. CONSTITUTION: A communication interface unit(111) performs an operating system server, interface matching, and data communications. A controller(112) parses received contents, separates execution information and the contents, and extracts the execution information. The controller controls and manages the extracted execution information. A storage unit(113) stores the contents which separated and extracted.
