The system has masses that are movable around an axis of rotation. The masses are naturally moved away by centrifugal force and according to a weight and a rotational speed of a driving unit. A return unit moves the masses toward an initial position by gravity or using an elastic element or a hydraulic element, when inertia reduces. The masses are close to the rotational axis in the initial position, where the masses are formed by hollow steel balls filled with lead.
