The present invention relates to a polymer electrolyte membrane for a fuel cell, and a membrane electrode conjugate and a fuel cell comprising same, and provides the polymer electrolyte membrane for the fuel cell containing a fluorine-based cationic exchange resin having hydrogen ion conductivity, and a fibrous nanoparticle having a hydrophilic group. According to the present invention, by using the fibrous nanoparticle having the hydrophilic group by means of mixing same with the cationic exchange resin having the hydrogen ion conductivity, the polymer electrolyte membrane, which has enhanced gas blockage and long-term durability, is provided without compromising the performance of the fuel cell, and the fuel cell comprising the polymer electrolyte membrane is provided.
