<P>PROBLEM TO BE SOLVED: To provide a tubular flame burner having high combustion stability, and a radiant tube-type heat device mounted with the same. <P>SOLUTION: In the tubular flame burner 10, first and second slit-like nozzles 12, 13 for independently supplying a fuel gas a and an oxygen-containing gas b to an outer periphery of a tubular combustion chamber 11 are disposed in adjacent to each other, the first and second slit-like nozzles 12, 13 are disposed on the same position in the longitudinal direction of the combustion chamber 11, the first slit-like nozzle 12 is disposed toward the tangential direction of an inner peripheral face of the combustion chamber 11, and the second slit-like nozzle 13 is disposed in parallel with the tangential direction.
