<P>PROBLEM TO BE SOLVED: To provide a fixing device that detects the occurrence of damage on a resistance heating element layer of a fixing belt without causing an increase in size of the device, and an image forming apparatus using the fixing device. <P>SOLUTION: A fixing device uses a fixing belt 51 having a resistance heating element layer 514, and comprises: a breakage detection pattern (linear pattern) 512 that is laminated on the resistance heating element layer 514 via an insulating layer 513, and has a predetermined electric resistance value; and a current sensor 56 that detects current that flows when voltage is applied to the breakage detection pattern 512.
