<P>PROBLEM TO BE SOLVED: To provide an actuator attached to a rotating shaft and capable of projecting an outside piston using centrifugal force generated with rotational as a power source. <P>SOLUTION: If the centrifugal force acts on working oil 7 in a cylinder 3 by the actuator 2 rotating, a projecting force acts on the piston 5 according to the magnitude of the centrifugal force, and the working oil 7 flows from the inside cylinder part 4a to the outside cylinder part 4b, and the outside piston part 6b can projects.
