PROBLEM TO BE SOLVED: To optionally change the setting of train-types.

SOLUTION: A train-type setting ground device 12 transmits train-type setting information for setting a train type for a passing train. A ground device 14 for controlling a stop at a station transmits information for controlling a stop at a station including a type of train stop at the next station and a stop target position. In an on-board device 30, the train type of an own train is set according to the train-type setting information received. Whether the train stops at the next station is determined based on the type of train stop included in the information for controlling the stop at a station. When the stop of a train is determined, a speed check pattern is set for stopping the train at the stop target position included in the information for controlling the stop at a station.
