<P>PROBLEM TO BE SOLVED: To provide a method for cell reselection in a radio communication system, in which a parameter is transmitted through a network to a WTRU in the network by system information block. <P>SOLUTION: The parameter is added to, or subtracted from, an expression representing cell signal power and/or signal quality. To the parameter, priority can be attached. The calculation result is for use for ranking a serving cell and adjacent cells. If the adjacent cells have higher quality than the serving cell, the WTRU reselects a better cell. The network can transmit a cell black list that the WTRU cannot camp and, in the case of timer expiration, a cell-by-cell exclusion timer capable of reexamination in regard to the cell reselection.
