The present invention is a fuel cell electrode catalyst having as constituent elements at least M1 that is at least one type of element selected from 3 to 7 group elements, M2 that is at least one type of element selected from iron group elements, M3 that is at least one type of element selected from 13 group elements, carbon, nitrogen, and oxygen; wherein, when the atomic ratios of the elements (M1:M2:M3:carbon:nitrogen:oxygen) is a:b:c:x:y:z, 0<a<1, 0<b=0.5, 02/g. This fuel cell electrode catalyst has a higher catalytic activity than conventional noble metal replacement catalysts. This fuel cell electrode catalyst demonstrates lower production costs. According to the method for producing this fuel cell electrode catalyst, the fuel cell electrode catalyst having a high catalytic activity can be produced using 13 group elements and a transition metal (such as titanium) without providing a step for heat treatment (sintering) at a high temperature. |
