<P>PROBLEM TO BE SOLVED: To provide a device and a method of estimating degradation of a secondary battery capable of estimating the degree of contribution to degradation of a secondary battery for each degradation factor. <P>SOLUTION: When such a degradation factor, as secondary batteries 10-1 to 10-n deviate from an original state within a predetermined range of control rule and enter a predetermined abnormal state, is defined as an abnormal degradation factor, a controller 60 calculates an evaluation value of each abnormal degradation factor based on the time corresponding to the abnormality from the degradation function of each abnormal degradation factor.
