PROBLEM TO BE SOLVED: To eliminate local defective forming of a film 9, and to omit relative positional correction of a discharge electrode 27 with respect to a kitchen knife body 3.

SOLUTION: A movable block 39 is positioned at a first reference position of a first fixed block 45 while a supporting face 39f of the movable block 39 is faced upward. A kitchen knife body 3 is positioned with respect to the movable block 39 while the entire blade edge 7 of the kitchen knife body 3 is projected from one side edge 39fa of the supporting face 39f of the movable block 39. The kitchen knife body 3 is integrated with the movable block 39. The movable block 39 is positioned to the second reference position of a second fixing block 55 while the supporting face 39f of the movable block 39 is faced downward.
