<P>PROBLEM TO BE SOLVED: To provide a compression ring that can suppress oil leakage into a combustion chamber, the oil leakage being caused by torsional deformation of the ring at piston descent, and can satisfactorily suppress deterioration of durability of the ring caused by the torsional deformation, and to provide an internal combustion engine. <P>SOLUTION: A top ring 4 is mounted to a first ring groove formed on an outer circumferential surface of the piston. Moreover, the top ring 4 includes a ring body 40 and expanders 51-53 that is provided at inner circumference of the ring body 40 and biases the ring body 40 toward an outer circumference. Furthermore, a base 42 extending along a radial direction of the top ring 4, and an inclined portion 43 that is located at the inner circumference of the base 42 and inclined to be located at a crankcase side in an axis direction C, as the inclined portion is closer to the inner circumference, are formed on a ring upper surface 41.
