<P>PROBLEM TO BE SOLVED: To provide a charge control device that can more efficiently charge the power generation amount of a solar battery. <P>SOLUTION: A start determining circuit 4 does not monitor an unstable output voltage from a solar battery 1, but starts a charge control circuit 3 by detecting that the maximum output current flowing from the solar battery 1 to the GND potential is equal to or more than consumption current of the charge control circuit 3. Therefore, the charge control circuit 3 can be started with higher precision than the case where the output voltage is monitored under a condition that the charge control circuit 3 is operated by only the power generation amount of the solar battery.
