PC ARTIFICIAL GROUND WITH DISASTER PREVENTING FUNCTION, AND APARTMENT HOUSE BLOCK SYSTEM WITH SELF-GOVERNING FUNCTION AS SETTLEMENT

PROBLEM TO BE SOLVED: To secure countermeasures against liquefaction of a soft ground caused by an earthquake and safety of a residence area against giant tidal waves, and to sufficiently receive public security in an area and administrative services by local self-government by providing a residence area at a shore part and forming a settlement.

SOLUTION: There is provided an apartment house block system having a disaster preventing function and a self-governing function as a settlement by making social infrastructure investments as liquefaction countermeasures against an earthquake and giant tidal wave countermeasures for a shore part. The apartment house block system includes the disaster preventing function and self-governing function given a settlement function by forming a raised-floor type artificial ground made up of an underground foundation structure 1 and a PC artificial ground 2 in a necessary area as a settlement, forming and arranging raised-floor artificial grounds at necessary intervals within a necessary range by buildings needed as settlements, and constructing a high-rise building 3 on each of the raised-floor type artificial grounds.
