<P>PROBLEM TO BE SOLVED: To reduce a possibility that temporary communication interruption will occur by DFS after a channel of the W53 or W56 has been selected. <P>SOLUTION: A monitor 10 comprises: selection means for selecting a channel to be used for wireless communication from a prescribed channel group including a channel group preferentially used by a public agency; determination means for determining whether or not the public agency is transmitting the radio wave of a channel if the channel selected by the selection means is a channel preferentially used by the public agency; and recording means for recording in a storage unit information indicating that a radio wave was transmitted from the channel in the past if the determination means has determined that the public agency is transmitting the radio wave of the channel.
