According to the present invention, with respect to an access from a first device to a second device through a relay device, access control is performed, and at the same time, supplementary control other than the access control can be performed. A communication control device for controlling communication between a first device and a second device which is connected to the first device with a plurality of relay devices therebetween, wherein the communication control device is provided with: a communication path generation unit which generates a communication path from the first device to the second device passing through at least one of the plurality of relay devices so that the control policy is complied with, with reference to a control policy including access control from the first device to the second device and supplementary control other than the access control, and network configuration information relating to network configuration among the first device, the second device, and the plurality of relay devices; and a communication path control unit which instructs the relay device on the communication path among the plurality of relay devices to perform the access control and the supplementary control contained in the control policy.
