PURPOSE: A reel winding device and a winding method are provided to facilitate movement and storage after winding and to have good appearance in a winding state by additionally installing a cover case. CONSTITUTION: A reel winding device(10) comprises a winding body(110) and a body support member(120). The winding body forms a winding space on which a winding medium is wound into the shape of a spiral line. The winding body forms wound ridges which are protruded at predetermined intervals to partition the winding spaces neighboring each other. The body support member is fitted as a piston shape. A winding shaft member is erected in the center of the body support member to reciprocate the winding body. A disc-shaped support face is formed in the body support member to support one end of the winding body.
