<P>PROBLEM TO BE SOLVED: To provide a developing roller for use in an image forming apparatus such as an electrophotographic apparatus and an electrostatic recording apparatus, including a copy machine and a printer, the developing roller capable of holding a certain image density from early to late stages of printing even when toner deteriorates with the use thereof. <P>SOLUTION: A developing roller 10 includes a shaft 1, and an elastic layer 2 and a surface resin layer 3 arranged sequentially on the circumference of the shaft 1.
