PROBLEM TO BE SOLVED: To reduce a used amount of a binder having a binder function required for securing shape stability of a preform made by forming a reinforcing fiber base material and a toughness reinforcing function of a fiber reinforced composite material manufactured from the preform as compared with a case where a powder binder is used.

SOLUTION: The preform 17 to be the reinforcing material of the fiber reinforced composite material is composed of the reinforcing fiber base material 11 in which a surface of a fiber bundle is covered with a film formed of a thermoplastic resin composition having an epoxy resin skeleton in a main chain and including at least one group selected from a hydroxyl group, an ester group, and an amide group in a side chain. The resin composition of 50% or more is composed of a phenoxy resin.
