To identify rectangular motion image regions by means of a simple configuration. [Solution] For each unit block, a motion unit block identification means (5) sets the unit block as a motion unit block if a representative value of said unit block at the same position in a comparative frame exceeds a threshold value. Defining the set of unit blocks belonging to the same column as a given block as a column block, a motion column block determination means (7) determines, for each column block, that a column block is a motion column block if said column block contains a motion unit block. A motion row block determination means (9) determines, for each row block, that a row block is a motion row block if said row block contains a motion unit block. A first rectangular motion image region determination means (11) determines that a rectangular region specified by a unit block belonging to both a motion row block and a motion column block is a rectangular motion image region. |
