The mobile device has a reception unit that receives the restriction information, a creation unit that generates safety status information when the address included in the restriction information is selected, and a transmission unit that sends the safety status information to a server. A file server has: a reception unit that receives the safety status information sent by the mobile device; a creation unit that creates a safety status message including position information for the mobile device and the safety status of a user of the mobile device; a setting unit that sets the destination for the safety status message on the basis of an identifier for the mobile device included in the safety status information; and a transmission unit that sends the safety status message to the mobile device corresponding to the destination.
