<p>A device for outputting an optical signal of a desired output frequency based on input optical signals of first and second input frequencies. First and second input optical signals are four- wave mixed in a highly nonlinear fiber and generate a beating signal which is supplied to a frequency divider which divides the beat frequency by 1/N, where N is an integer of 2 or more. The divided down signal is used to control an optical modulator to shift the frequency of the first input optical signal by 1/N of the beat frequency. The device may be used for carrier regeneration of phase modulated data signals where the first optical signal is a pump and the second optical signal is the data and the frequency shift moves the pump frequency to the data frequency.</p>
