<P>PROBLEM TO BE SOLVED: To provide a device and a method using an electric field or a current, for optimally delivering active elements to a human or animal tissue so as to perform chemotherapy or gene therapy. <P>SOLUTION: This fitted electrode device includes electrodes 9 connected to a current generation device 21. The active elements 36 are injected into the tissue 50 by use of the electrode device and optimum current intensity.
