The machine element (10) has a polymer layer (18). The surface of boundary area (22) of the polymer layer is formed with microstructure in a non-coated region. The average distance between two projections and two recesses of the microstructure is set in the range of 2-500 mu m. The shaft (16) is provided for driving the rotor of the in-tank fuel pump in which an armature (12) is connected. The armature is provided adjacent to the commutator (14). An independent claim is included for method for manufacturing machine element.
