PROBLEM TO BE SOLVED: To provide an asbestos detoxification treatment method for modifying asbestos contained in a cement hardened body by heating the body in a short time while preventing it from exploding. SOLUTION: The cement hardened body is heated by using an external heating means for heating the cement hardened body from the outside and an internal heating means for heating it from the inside in combination and thereby, asbestos contained in the cement hardened body is modified and detoxified. Then, the cement hardened body is heat-treated stepwise in: a first heating process for heating to disperse crystal water in the cement hardened body; a second heating process for heating to increase the inside temperature of the cement hardened body to the surface temperature; and a third heating process for heating the cement hardened body at a temperature to modify the asbestos therein.
