PROBLEM TO BE SOLVED: To provide a hydraulic fluid composition for a shock absorber, effective for compatibilizing the remarkable improvement in the driving performance relating to straight-motion and vibration control and a stick-slip prevention at a high level, and especially excellent in the above performance in the case of applying to a shock absorber of a front fork of a motor bicycle. SOLUTION: The hydraulic fluid composition for a shock absorber contains a lubricating base oil containing a paraffinic mineral oil and/or a naphthenic mineral oil and the lubricating base oil has a %C<SB>N</SB>of≥28 and a %C<SB>P</SB>/%C<SB>N</SB>ratio of 1.0-2.4.
