PURPOSE: A compound for scale removal and rust prevention in a heating machine and a water supply pipe and a composition including the same are provided to obtain superior scale removal effect with a small amount and prevent damage to the surface of a metal material. CONSTITUTION: A compound for scale removal and rust prevention comprises 50-60 weight% of acetic acid-hypophosphoric acid 1 : 2 condensed product or acetic acid-trichloride 1 : 2 condensed product; 15-20 weight% of an alkaline neutralizing agent selected among NaOH, KOH, K2CO3, and The compound is prepared by agitation and reaction of the compositions at 120-140°C for 1-2 hours; and 1-10 weight% of one or more selected among glucose, ethylenediaminetetraacetate-2 sodium(EDTA-2Na), monoethanolamine(MEA), diethanolamine(DEA), triethanolammine(TEA), sodium acrylic polymer(SAP), and cyclohexylamine nitrite.
