The interpolation phase generator (215) generates an interpolation phase so that, among a plurality of interpolation frame images in one period of downsampling periods, the phase interval between a first interpolation frame image and a second interpolation frame image that follows the first interpolation frame image becomes the same as the phase intervals of interpolation frame images that are adjacent to each other when the phase intervals of a plurality of interpolation frame images in one period of downsampling periods are made equal.
