<P>PROBLEM TO BE SOLVED: To accurately find an excess flow rate during rotation to properly perform flow rate control of a hydraulic pump. <P>SOLUTION: A correction rotation speed nre is found by multiplying a deviation α between a primary target rotation speed nt1 determined by a rotary operation amount and an actual rotation speed nr by a gain according to the operation amount, and a rotary flow rate Qs to be supplied to a rotary motor 11 is found from a secondary target rotation speed nt2 determined by the sum of the correction rotation speed nre and the actual rotation speed nr. Pump tilting qs is found from the rotary flow rate Qs and a first positive control current ip1 for achieving the tilting is calculated.
