<P>PROBLEM TO BE SOLVED: To prevent producing an empty carrier to which no container is fed. <P>SOLUTION: A plurality of housing parts for containers 2 one by one are arranged in a manner of surrounding a container storing part in the center of a rotary body, under which a rotational transfer means 8 which has carrier holding parts 40 respectively corresponding to the housing parts and is rotated in synchronous with the rotary body is arranged. The containers 2 respectively housed in the housing parts are allowed to fall at a container input position in an upright state and housed in the carriers 6. A container detecting sensor is arranged between the area where the containers 2 are housed in the housing parts from the storing part and the position where the containers 2 are allowed to fall.
