<P>PROBLEM TO BE SOLVED: To continue transmission of video data without interruption even if a transmission rate changes in accordance with a propagation situation of a radio transmission path, simultaneous transmission occurs in the same transmission path and the transmission rate drops. <P>SOLUTION: An intermediate driver 12-1 of a transmission device 1-1 calculates a transmittable maximum rate after a modulation system switching, and outputs an encoding rate instruction to an encoder 11 so that an encoding rate becomes the transmittable maximum rate or below after the modulation system switching before a modulation system is actually changed in a radio LAN physical layer 13-1 if the transmittable maximum rate after the modulation system switching is determined to be the present transmittable maximum rate or below.
