<P>PROBLEM TO BE SOLVED: To provide an information input device capable of preventing a danger in which a control amount changes continuously as a result of false recognition that an operation key is continuously depressed due to a sudden key operation, failure, or the like, and allowing the control amount to change continuously only when an operation corresponding to continuous depressing with the intention of truly changing the control amount continuously is performed, and to provide a navigation device. <P>SOLUTION: When an elapsed time since a depressing state of an operation key became ON state is equal to or more than a predetermined time, processing is ended without changing a control amount. When a second ON state of the depressing state of the operation key is detected, the control amount is changed continuously while the second on signal is continued.
