<P>PROBLEM TO BE SOLVED: To provide a walking route guidance device and system in which the presence/absence of an obstacle is determined on the basis of travel information of a vehicle and a suitable walking route along which a pedestrian can walk can be guided for the pedestrian. <P>SOLUTION: A walking route guidance device 16 which guides a walking route of a pedestrian on the basis of map information comprises: map information storage means 42 which stores the map information; travel information acquisition means 43 which acquires travel information of a vehicle; obstacle presence/absence determination means 38 which determines whether or not there is an obstacle disturbing walking of the pedestrian on a pedestrian road adjacent to a driveway on which the vehicle is traveled, on the basis of the map information and the travel information; and map information editing means 40 which edits the map information and excludes the pedestrian road for which the presence of the obstacle has been determined, from a target of searching for the walking route.
