<P>PROBLEM TO BE SOLVED: To provide a compact heat pump hydronic heater reduced in noise and vibration, improved in efficiency and excellent in maintainability. <P>SOLUTION: The heat pump hydronic heater includes a refrigerant circuit 8, a circulation pump 16 circulating a heating medium heated by a water to refrigerant heat exchanger, and a cistern tank 17 storing the heating medium. The circulation pump 16 is disposed under the cistern tank 17. Since piping connecting the cistern tank with the circulation pump is made short and the number of bending parts is reduced, the power of the circulation pump 16 is reduced.
