The device (1) comprises: a first carrier aggregation scheduler (101) for receiving user information of a first user equipment (UE), carrier information used for carrier aggregation, and first baseband board information, and for scheduling a carrier and outputting the scheduling result according to the user information of the first UE, the carrier information used for carrier aggregation, and the first baseband board information, the scheduling result being used for indicating the carrier of the first UE.
