The present invention relates to a low-grade-coal coal gas production system whereby it is possible to produce a coal gas of which the main component is syngas (H2 and CO). To this end, the present invention comprises: a supply unit (1) for guiding and forwarding low-grade coal that has been introduced into a hopper (11); a rotary kiln furnace (2) which has a rotating main body (21), and which rotates the main body (21) and subjects the low-grade coal, that has been introduced via the supply unit (1) into the main body (21), to thermal decomposition so as to discharge same in the form of syngas and char; a first separating unit (3) which is connected to the rotating kiln furnace (2), and which recovers the char by allowing the char to flow into a char eliminating means (33) under the weight of the char itself and induces the syngas alone to emerge; a second separating unit (4) which is connected to the first separating unit (3), and which traps any tar contained in the syngas via a cooling scrubber and recovers same by means of a tar eliminating means (42) and induces high-purity syngas alone to emerge; and a holding tank (5) which is connected to the second separating unit (4) and holds the high-purity syngas. The syngas stored in the holding tank (5) can be directly used as a raw material for electricity generation and for producing synthetic oil, DME, methanol and high-purity hydrogen.
