Provided is a carbon-dioxide absorber capable of efficiently and stably removing carbon dioxide from gases and solutions. Said carbon-dioxide absorber contains an amine compound, a weak acid compound, and water. The pKb value of said amine compound in an aqueous solution at 30°C is between 4.0 and 7.0, inclusive, the pKa value of the weak acid compound in an aqueous solution at 30°C is between 7.0 and 10.0, inclusive, and the weak acid compound is present in the amount of 0.01 to 1.50 eq, inclusive, with respect to amino groups of the amine compound.
