<P>PROBLEM TO BE SOLVED: To provide a communication device, communication method, and communication program capable of adjusting the volume of voice. <P>SOLUTION: A communication device 2 transmits a digital voice signal 13 through an IP network 11. The communication device 2 transmits an analog voice signal 15 through a PSTN 12. A communication device 3 calculates an attenuation factor in the case that the analog voice signal 15 is transmitted through the PSTN 12 by comparing amplitude of a digital voice signal 14 and amplitude of an analog voice signal 16. The communication device 3 determines an amplification factor of the analog voice signal 16 on the basis of the calculated attenuation factor. The amplitude of the amplified analog voice signal 16 is equal to that of the digital voice signal 14. The communication device 3 amplifies the analog voice signal 16 on the basis of the determined amplification factor.
