<P>PROBLEM TO BE SOLVED: To expand a space partitioned inside an outer peripheral frame in a building having the outer peripheral frame while increasing the degree of freedom in outer covering design such as window arrangement and also increasing workability of the outer peripheral frame. <P>SOLUTION: A building is provided with an outer peripheral frame of steel construction arranged along the outer periphery of the building.
